Costa Rica has become one of the most progressive nations in Latin America with a stable and prosperous economy. It permanently abolished its army in 1949 and became the first Latin American country to have a democracy in 1950. Costa Rica is also a leader in progressive environmental policies and announced in 2007 that it will be the first country in the world to be carbon neutral by 2021.
