Tokyo, Japan is home to 13 million people, (although there is roughly another 36 million in the outskirts) and is the commercial capital of the country. The weather in Tokyo can be hot, and the local government is pioneering policies to make the city more comfortable.

Japan’s eco-plan, (dubbed Tokyo Plan 2000 or Green Tokyo Plan), included planting over a million roadside trees, making it mandatory for buildings over a certain height to have “green” rooftops, and requiring all playgrounds have grass.
